Project Proposals is returning errors on committer paperworks creation

At the end of a project proposal, you can create a project and committer paperworks for assigned committers.

It's been reported by @mdelgado624 on Slack that after trying to create a project and paperworks we are having the following errors:

Note that the paperworks got created this morning at 6:09am EST after @mdelgado624 tried another time.
