Improve UX for filtering the Contact Management table

Currently, the filters are hard to spot. @cguindon and I discussed that it would be better to have a dedicated section for filters always present on the page, similar to how we have them on https://projects.eclipse.org/.

In addition, instead of typing out the role name to filter them, we should display a multi-select dropdown or checkbox list.
