Add governance documents to the list of quick links

Please add Governance Documents to the list of quick links on the dashboard. I would suggest an icon like https://fontawesome.com/v5.15/icons/balance-scale?style=solid as we use similar to represent governance elsewhere on our site.

This is NOT essential for launch.
