Update OpenHW Programs page to remove references to OpenHW Group

On https://openhwfoundation.org/projects/ There are two references to OpenHW Group that need to be changed to OpenHW Foundation.

• Under the Programs project
  • Old text: Program and project level documentation for all of OpenHW Group's projects including CORE-V RISC-V cores
  • New text: Program and project level documentation for all of OpenHW Foundation's projects including CORE-V RISC-V cores
• Other Tools card with incubating status
  • Old headline: OpenHW Group Core-V Cores
  • New headline: OpenHW Foundation Core-V Cores
