Update OpenHW Foundation's Charter to Version 1.0 from Draft Version 0.3

The OpenHW Foundation held its initial Steering Committee meeting on May 26th, where the approval of the Draft Charter was deferred due to the absence of one Strategic Member. As agreed, we proceeded with an electronic vote, which concluded on June 6th with a supermajority in favor.

The Executive Director also approved the change on June 23 (due to being out of the office).
