Is your feature request related to a problem? Please describe.

• As discussed with @cguindon, and anticipating the publication of https://gitlab.eclipse.org/eclipsefdn/marketing/-/issues/3143 I’d like to request an enhancement to the https://www.eclipse.org/topics/ide homepage to support the promotion of key developers tools stories.
• Motivation is to feature a single story (initially) in a visually prominent way, ideally with a web-based presentation rather than a downloadable PDF as it is currently done under:

• Specifically, I’m looking to add a "Highlights" section at the top of the homepage, more precisely here in the page:
• Could be similar in spirit to what we implemented for the ecdtools site (see attached screenshot for reference), except on ecdtools , except the CTA on ecdtools is (again) a "Download pdf" link
