Update OpenHW Foundation's Tile to Active Status on Explore Page

Folks, urgent need to mark OpenHW Foundation's tile on https://gitlab.eclipse.org/eclipsefdn/it/websites/eclipse.org/-/issues/new from Proposed to Active.

This is an oversight and has a negative impact as we grow membership.
