[Bug 564693] The requirement that "Contributors have signed the Eclipse Contributor Agreement (ECA)" is not entirely accurate

Description

Contributors who work for an organization that has signed the Member Committer and Contributor Agreement (MCCA) do not need to also separately sign the ECA.

It is more accurate to say that the contributor must be covered by an ECA, or perhaps make it more explicit that "That the Contributors must have signed the Eclipse Contributor Agreement (ECA), or be employed by a company that has signed the MCCA". From a committers perspective, I prefer the former.
