Add specification blocks to project resources

On https://www.eclipse.org/projects/resources/ we would like to add a block:

Eclipse Foundation Specification Process

The Eclipse Foundation Specification Process (EFSP) provides an open and transparent framework for the development of community-driven, open source-friendly specifications.

I would like this to be the 3rd block on the page, pushing all the other blocks right/down one spot.
