Add fallback to news and event pagination when link headers are missing

As discussed in https://gitlab.eclipse.org/eclipsefdn/it/websites/newsroom.eclipse.org/-/issues/157, we will want to add a fallback to pagination when link headers are not present. The pager field can be used as an alternative to the header.
