Redesign: Update base style typography for headings
The headings are too large currently for the redesign. As discussed with @mkokabi, we will need to downscale the heading font sizes.

@mkokabi If I remember correctly, we were only planning to change the font sizes for

andh2
. Could you provide me the font sizes once more?And didn't we discuss updating the font for these headings?

@mkokabi After reviewing our patches we came to the conclusion that loading a new font for only two headings was not worth the performance trade-off. Especially when the font looks so similar to the base font.
The new heading font is essentially the existing Roboto font with less spacing between letters and stretched characters. We could create the letter spacing effect using CSS which is more performant. It wouldn't be the exact same but I would say it is close enough. (I'll let you be the judge of that.)
Solstice Assets is used by most working group websites, and adding an entire font for two heading types which would only affect eclipse.org isn't worth the performance hit.

Is this good enough? If not, I recommend we go live on staging with the updated font sizes and weights but keep the font as Roboto.
