Remove users who don't belong to a team

We now have users in each of our organization that don't belong to any of our teams.

We should probably remove them but it will be important that we keep users with admin access since we don't want to remove @eclipsewebmaster or @waynebeaton

This is low priority since these users don't have any elevated permissions to our repos.
