Need to finalize the private project notifications
As discussed, we need to finalize how we deal with private projects on Gitlab. The current state simply creates an issue against the private project but we don't have any mechanism to enforce this.
As a result of abusive and unreasonable anonymous traffic patterns, we're now requiring authentication to access some GitLab pages and content. We will investigate further to determine if these changes are permanent or temporary.
