Add webdev team as reporters to jenkins-pipeline-library

@zacharysabourin just mentioned that he does not have access to see issues to this project. Can we add the webdev team as reporters to this project, please?

Folks in my team might need to create issues in the future against this project!

I do have access to make this change by preferring to ask since I do not own this project!
