eclipse-jarsigner became noticeable slower

https://ci.eclipse.org/chemclipse/job/chemclipse/job/develop build time increased 2-3x and I suspect the eclipse-jarsigner became slower as GitHub Actions pull request checks are still pretty fast in comparison. This happened a few weeks ago.
