Allow auto-configuration of project admins

It would be great if I (as an project lead/comitter) could enter my Matrix handle into the Eclipse Foundation User database, and automatically become Matrix moderator of channels where I am a project lead/comitter.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
