Unable to merge commits between gitlab branches

In summary, the project is trying to merge commits from branch X to branch Y. The commits from Branch X were validated at a previous time and it was successful. However, since then, these contributors decided to revoke their ECA.
The ECA can only validate contributors given the current state. However, we do believe that we need to enable our committers to merge commits from one branch to another.
@malowe Would it be possible to verify if a commit already exists in the repo? If so, we could remove it from the list of commits to validate since we can assume it already been validated...
