Add authenticated committee endpoint that allows for EF Staff + emails to be returned

Following the meeting booked through #51, we will want to add a new endpoint for the committees endpoint that allow for private information to be passed to internal service calls. This will include the information for EF staff associated with a committee, as well as the email address of each of the committee members. This will be authenticated through Keycloak to be secure and aligned with our other services.
