Add new map property to WG for prefix code to mailing list addresses

To support better lookups by @mward for #51, we will need to add support to indicate which committee prefixes are officially supported by the working group. There is a meeting scheduled to check whether we need to support a 1-to-1 mapping, or a list of possible mailing lists for the given prefix.
