Shutdown USS service and associated jobs

Pursuant to eclipsefdn/helpdesk#4696 (comment 4359216), we will be fully shutting down the USS API on September 30, 2025. This will also include some other associated services and steps to finish archiving the project. Below is the checklist of operations that will be completed for the shutdown of this project. These steps will all occur on the morning of September 30th, 2025, starting at 9AM, Eastern Time.

Shutdown and remove the related services and secrets in the cluster for the API (staging + production)
Delete the USS API Jenkins job
Remove USS API from the API spec host
Remove USS API from the Sonarcloud instance
Archive this project

Additionally, we will be performing brownouts of the API in the time between the Eclipse IDE 2025-09 launch and the final shutdown period. These will occur on September 12th, September 17th, and September 23rd, each for a 2 hour window starting at 10am Eastern time.
