Enable Profile/User-Delete service in production

The initial routing will be to /sandbox/account and /sandbox/github to avoid conflict with the current D7 service. Once everything is ready, this will be updated to replace the current service.

We will need to integrate this service with the new D9 accounts website. We will also need to notify the community of the incoming changes.
