Some documents not being expired when errors encountered during processing

In initial creation of the API, some checks were put in place for data integrity purposes, but there are some documents that are lingering past expiration date due to these errors. We should investigate which are valid, and which we can ignore/bypass for the purposes of ECA expiration.
