Update SLSA projects field to allow for build_level property

As requested in the projects API repo (eclipsefdn/it/websites/projects.eclipse.org#186 (closed)), we will need to add support for the build_level property and propagate this change to downstream services use the projects precache to ensure a smooth switch over.
