Fix date format in the DateTimeHelper
There is an issue where the date doesn't format properly when using the RAW_RFC_3309 format. It needs to be changed from uuuu-MM-dd'T'HH:mm:ssXXX to yyyy-MM-dd'T'HH:mm:ssXXX
