Add github bot to Equinox JIPP

At https://ci.eclipse.org/equinox/job/rt.equinox.bundles/configure there is Gerrit bot but not GitHub one. Please add it.

Can we get this fixed as it's a blocker for equinox development as PR validation is no longer run?

What is the outlook on this one. We have a PR waiting for validation: https://github.com/eclipse-equinox/equinox.framework/pull/4

This will be done before EOB today.

For the same reasons as noted in #858 (comment 525885) I set up the eclipse-releng-bot credentials on the Equinox JIPP.
