Create GitHub repo under https://github.com/eclipse-platform for https://git.eclipse.org/c/platform/eclipse.platform.releng.git

Eclipse Platform project wants to migrate its eclipse.platform.releng repo to GitHub. Can you please initialize that repo (ideally with copied content from Gerrit one) ?
