eclipse-cfm: Otterdog failed to provision repository with some weird python error

Summary

I created two PRs to provision new repositories (https://github.com/eclipse-cfm/.eclipsefdn/pull/1 and https://github.com/eclipse-cfm/.eclipsefdn/pull/2).

The project lead approved, so I was able to /otterdog merge, even without the approval of the eclipsefdn-security team.

Steps to reproduce

Create PR to provision repo
wait for project lead to approve
comment /otterdog merge
see it fail

What is the current bug behavior?

otterdog reports an error

What is the expected correct behavior?

if this is due to the missing approval of the eclipsefdn-security team, then block merging with /otterdog merge

allow merging, but don't fail :)
