Downloads from I build p2 repo very slow

Downloads from I build p2 repo are very slow.

Steps to reproduce

I have a target file with:

<location includeAllPlatforms="false" includeConfigurePhase="true" includeMode="planner" includeSource="true" type="InstallableUnit">
    <repository location="https://download.eclipse.org/eclipse/updates/4.40-I-builds"/>
    <unit id="org.eclipse.sdk.ide" version="0.0.0"/>
</location>

Just lately when resolving the target platform the download speed is something like 10 kb/s. I wonder if this is a known issue or whether a mirror should be used instead.

What is the current bug behavior?

Very slow download speed.

What is the expected correct behavior?

Faster download speed.
