OCL JIPP job can no longer read artifact produced by another OCL JIPP job.

The OCL JIPP used to support 2 concurrent builds which allowed the ocl-master job to trigger the ocl-promoter job.

Yesterday and today the ocl-master job https://ci.eclipse.org/ocl/view/OCL/job/ocl-master/25/console stalls since the ocl-promoter job cannot be queued https://ci.eclipse.org/ocl/view/OCL/job/ocl-promoter/23/console. Please restore the two job capacity.
