Replace the Architecture Council mailing list with a Technical Advisory Council mailing list

The last revision of the Bylaws removed the Architecture Council and replaced it with the Eclipse Technical Advisory Council. The existing mailing list, eclipse.org-architecture-council, no longer reflects the name or the intention of the council. I'd like to replace the old list with a new one.

I'm thinking that we should keep it tight and use eclipse.org-tac@eclipse.org.

The old list has an archive that we should preserve. I believe that changing the name of an existing list or archive is not supported, which is fine. Can we just disable the old list and keep the archive around?

Subscription to the list is managed by script that's based on relationships in the Foundation DB. The nature of the relationships with the TAC are no different than those for the former AC, so we should just leave all these mechanisms in place.

Side question: Can I leave the codes unchanged, but update the descriptions of the relationship records in the Foundation DB? (that is, will I mess up anything if I do so?)

Can you please create the new list and update the scripts accordingly, please?
