eclipse-ankaios: Create Debian repository within Eclipse

Summary

We are preparing to publish Ankaios to a Debian repository, so that users can install Ankaios through apt on different distributions. For this, we require access to the Eclipse servers to be able to set up this repository there.

We have discussed with the Zenoh project (https://zenoh.io/docs/getting-started/installation/) and they are hosting their packages in a similar manner at https://download.eclipse.org/zenoh/debian-repo/. We would like to follow the same approach.

We will need all secrets to be stored in the Ankaios org on GitHub, alongside a GPG key for signing the packages, with the public key available for users to add to their apt keyring.

As for the tool to manage the repository, we are looking into using Reprepro.
