Install JDK Valhalla early access builds for JDT valtypes-26 branch jobs

Summary

Developing JEP 401 Value Objects and Classes requirements - Requires Valhalla EA builds for testing the JDT builds - at the time of raising this - 26-jep401ea2+1-1 is the latest available

Steps to reproduce

Changes in the valtypes branch would require this. Without this the tests will not run

What is the current bug behavior?

The tests pertaining to value objects will not run

What is the expected correct behavior?

junit tests pertaining to value objects and classes should be running
