[adoptium] Approval to create jenkins-worker node at Hetzner
Summary
We wish to create a replacement node for the current OSUOSL jenkins-worker on Hetzner due to its locality with our jenkins server. This has been shown to have signficant performance benefits. Ref: https://github.com/adoptium/infrastructure/issues/4126#issuecomment-3584851221
Since this will incur a cost, this is being raised on gitlab at the request of Carmen.

Impact
Performance of pipeline generation in particular is slow due to lack of locality on the network between jenkins server and the worker node. We are looking for approval to pay for a replacement worker on hosted on Hetzner which has been shown to improve the performance significantly. It is expected that this would be under €100.
