Upload Eclipse EGit/JGit SBOMs to Dependency-Track

Eclipse JGit and Eclipse EGit have been producing SBOMs since 6.8.0 which was released 2 years ago.

Need to investigate if we can automatically upload new SBOMs to sbom.eclipse.org through our existing upload mechanisms. Otherwise, include the projects into consideration for the design on non GA uploads.

Additionally, if possible, we should explore a way to backfill older versions.
