[temurin-compliance] Cleaning up build jobs on the Temurin-Compliance Jenkins instance

Summary

The Temurin-Compliance Jenkins instance is the pack leader in both the number of build jobs (1130) and also in the current disk usage (170 GB).

In preparation of a long-overdue migration to our new storage backend, we need the assistance of the Temurin Compliance team to clean up old Jenkins jobs.

• More than 350 jobs haven't had a successful run in more than 1 year
• Many (generated) jobs never had any run at all
