Network problem with https://ci.eclipse.org/releng/

Summary

This jobs repeated fails:

https://ci.eclipse.org/releng/view/Publish%20to%20Maven/job/Releng/job/PublishToMaven/lastBuild/console

It's try to do:

curl -L https://downloads.apache.org/maven/mvnd/1.0.2/maven-mvnd-1.0.2-linux-amd64.tar.gz

It fails like this suggesting a network configuration problem:

curl: (28) Failed to connect to downloads.apache.org port 443 after 269499 ms: Couldn't connect to server

This was mentioned in #6241 (comment 4109210) but that issue is now closed while this problem remains a show stopper.
