Problems with download.eclipse.org

We currently face build having problems to download from e.g.

https://download.eclipse.org/modeling/tmf/xtext/updates/nightly/ or download from https://download.eclipse.org/tools/orbit/simrel/orbit-aggregation/milestone/S202412231158/plugins/bcprov_1.79.0.jar failed

does the download server face degredations or partial outage?
