Assign dedicated agent to project Eclipse SCM

Please assign a dedicted agent from MBTI (Mercedes Benz Tech Innovation) to the Eclipse SCM project (automotive.scm). Thank you!

The dedicated agent should be a Windows agent.

As the SCM project has very similar build dependencies as openPASS, I'd recommend to set up the Windows agent as a clone of "9pfnn-win10". A similar approach has been taken before in #4396 (closed). If possible, we'd like to do a clone again and assign it to the SCM project.
