Socket timeout reading repository from ci.eclipse.org

Once again we have a problem reading repositories

e.g. https://ci.eclipse.org/modisco/job/justj-promoter/71/console

Contains: Unable to read repository at https://ci.eclipse.org/modisco/job/modisco-master/382/artifact/org.eclipse.modisco.updatesite/target/repository/plugins/org.eclipse.modisco.facet.efacet.ui.source_1.5.5.v20241013-0725.jar. java.net.SocketTimeoutException: Read timed out

This looked like the old problem for which re-running the justj promotion job and it worked, but re-running other failures didn't so it looks like a harder failure. https://ci.eclipse.org/qvt-oml/job/justj-promoter/ has failed three times.
