Remove old tools tlp website

Description

In light of https://www.eclipse.org/lists/tools-dev/msg00164.html rather than migrate from php to html I propose removing the tools website and relying on just the PMI. I have updated the PMI entry to capture the few bits of information that was on the website that wasn't on the PMI.
