Remove old tools tlp website

Description

In light of https://www.eclipse.org/lists/tools-dev/msg00164.html rather than migrate from php to html I propose removing the tools website and relying on just the PMI. I have updated the PMI entry to capture the few bits of information that was on the website that wasn't on the PMI.

Done, a redirect is in place and the eclipse/tools-website repo has been moved to eclipse-archived/tools-website and 'officially' archived.

@droy - in reference to email you just sent to cross project - https://www.eclipse.org/lists/cross-project-issues-dev/msg19988.html - I wanted to highlight this issue as "tools" is on your list, but AFAIU we deleted the tools website with this completed helpdesk ticket. Perhaps there are some remnants of it that need to be deleted that your script picked up?
