Docker registry based on Nexus 3

Summary

This issue tracks the effort to roll out Nexus 3 and use it, among other things (e.g. Maven artifacts and Helm charts), as a docker registry for both internal and external (EF) projects.

We are still testing it internally and will eventually open it to Eclipse projects. The rough timeline for this is Q1 2025. Once we are ready, we will communicate about it again and allow interested projects to become early adopters.

Pre-requisites:

• Migrate repo.eclipse.org to new backend storage device (Q4 2024)
• Migrate repo.eclipse.org from Nexus 2 to Nexus 3 (TBD)
• Test Nexus 3 internally and host Docker images maintained by the EF (TBD)

Is there any progress on this issue as the new rate limits of Docker Hub will take effect in a few days? Respectively could you please respond on https://github.com/eclipse-platform/eclipse.platform.releng.aggregator/issues/2946?

Whenever the new infrastructure is ready to be used by Eclipse projects, Eclipse-Platform could try to be an early-adopter.
