Make ubuntu-latest image available to m2e JIPP

Summary

m2e would like to build using ubuntu-latest image but the build is not starting https://ci.eclipse.org/m2e/job/m2e/job/PR-1817/10/console .

It is probably a good idea to make ubuntu-latest image available on all JIPPs. Note: I'm not asking to make it default but it's losing everyones time to request adding it to many JIPPs.
