(This idea started off in Bug 546693)

At the moment we publish p2 and downloads for pre-release Eclipse IDE versions.

This bug is to request doing the same for help.eclipse.org.

This will allow:

1. To verify that the published help is correct
2. Allow us to link to help about dev version while we are developing it.

Therefore can we have:

help.eclipse.org/2020-09 published with the 2020-09 M1 contents? and/or have help.eclipse.org/staging?
