Add riscv64 ci node for eclipse

From HannesWell's help,so I open the issue to see if we can add support riscv64 build for eclipse or not.

My thoughts about this are divided into 2 steps.

The first one is we can donate one decent riscv64 hardware to Eclipse Foundation if this is allowed. But this should be a long-term.

The another way we can offer remote ssh access which from our hosting which we have offered service for Debian ci on riscv64.
