Create a PAT for eclipse-releng-bot in eclipse.platform.releng.aggregator

Summary

I would like to have a PAT for the eclipse-releng-bot in the https://github.com/eclipse-platform/eclipse.platform.releng.aggregator repository.

This is because this automated workflow currently uses the github-bot that prevents actions from being run (e.g. the license check). Also commits are currently connected to my useraccount even though I did nothing here (maybe because I rerun the job once?).

As using a PAT works great for Tycho since a while I'd like to use the same for platform as well.
