Update label settings on the eclipse-threadx organisation

Summary

In their last meeting, the ThreadX project committers agreed to the following changes in label behaviour for all ThreadX project repositories:

1. Create a label called "new" and apply it by default to all new issues.
2. Restrict label application to committers.

Please implement those changes if possible.

Current behaviour

There a no default labels on issues.

Issue submitters who are not committers can apply labels themselves, as shown in the screenshot below.
