Windows ARM64 node in Releng Jenkins instance unavailable (rie8t-win11-arm64)

Summary

The Windows ARM64 node (rie8t-win11-arm64) in the Releng Jenkins instance is unavailable: https://ci.eclipse.org/releng/computer/rie8t-win11-arm64/

This results in failing/timeouting builds for changes to native SWT code fail, as this node is used to compile that code, see. e.g.

Impact

This prevents us from doing/merging any changes to native SWT code, as the builds for such changes fail consistently. One of these changes was supposed to be merged until today as we have a milestone build today in which the changes should have been present (which makes the issue kind of a blocker for our team). I hope the general assessment of being urgent/major fits.
