Create new folder /home/data/httpd/download.eclipse.org/ee4j/restful-ws

Summary

We need to copy TCK bundle to the projects-storage.eclipse.org host from https://ci.eclipse.org/rest/ using genie.rest. Can you please create the folder /home/data/httpd/download.eclipse.org/ee4j/restful-ws so we can publish TCK in subdirs of that folder.
