I am not able to start an election to Nominate a Project Lead for Eclipse Che

Steps to reproduce

• Login to https://accounts.eclipse.org/user/login
• Navigate to https://projects.eclipse.org/projects/ecd.che
• Click on the "Nominate a Project Lead" Link

What is the current bug behavior?

I am redirected to an Access Denied page

What is the expected correct behavior?

Redirected to the page to start the nomination of a new Project Lead
