Assign 2 spare SAP SE resource packs to the eclipse-pde project

Summary

As outlined in https://www.eclipse.org/lists/pde-dev/msg02979.html, the eclipse-pde project is lacking build infrastructure resources. Therefore, SAP SE would like to assign two spare resource packs to the eclipse-pde project.
